Phone advice needed

A mate I work with is looking for a phone on eBay and in the description, it says that the phone is locked to Orange. He's taken it to the Orange shop, who can't unlock it - they made 1 attempt - so 1 unsuccessful attempt has been made on the code.

It's at a low price - is it worth him buying it?
