It annoys me they use CPI as the index rather than RPI like they used to

RPI is far more reflective of inflation for households and traditionally was used during wage negotiations.
If one was cynical, you would say they opted for CPI as it is nearly significantly lower than RPI and reflects better on the Government and to lower expectations on wage increase.
