It's unlikely but then...

while not having one of the biggest payrolls promotion will always require a season where everything (injuries, breaks on the field etc) go your way and you get a bit of momentum to carry you forward. We had such a season in 2010/11.
Often teams with "worse" players finish above teams with better ones just that way.
A LOT of games every season are drawn or decided by the odd goal. It doesn't take many of those to end just one goal differently to totally transform a season (either way). In this age of over analysis it is easy to come to believe that a team has some brilliant and much better strategy than one, say, 10 points worse off but in reality the only difference between them might be a few marginal incidents in a handful of games.
