unjustified intrusion IMO
managers should be free to play whoever they want, so long as it is done in good faith (ie, it's a demonstrable policy of rotating the team to give fringe players a run out, rather than deliberately 'throwing' a match to benefit or hinder a rival)
Not convinced the rule will make much practical difference - at the arse end of the season I'd have thought you're more likely to get a competitive match out of a team of fringe players getting their big chance than a bunch of first teamers that have achieved all they need to have achieved and are metaphorically 'on the beach'.
