Transfer fees are becoming less relevant
A huge amount of the spending is on wages. For all their blather they have run up debts of £100 million ish and we have run up debts of £zero ish. They are the ones that receive "investment" year in, year out. If they aren't anywhere close to us in generating income, then they would be better looking at themselves rather than whinging. If you employ a style of football that reduces attendance to 13,000 through its dreariness then you really can't complain about the lack of funds. Additionally, they have elected to spend on wages rather than fees - if that hasn't produced players of the requisite quality then maybe they should reconsider that policy rather than bleating.
