Is he technically the best drummer EVER? No. George Harrison was not technically the best guitarist ever, nor was Paul the best bassist. The four of them still changed everything, though; in a context where there was no youth culture, or only the stirrings of one, what they created was genuinely revolutionary.
I'm still not much of a fan of much of their output; but you don't do what they did if you're a bit rubbish.
