Webber wont have delegated authority to make what is easily a £5m+ decision.

Webber might make a recommendation but ultimately it will be for the Board to decide if they want/can afford to do so.

Vetoing it might make it a 'him or me' decision from Webber's perspective, so for the first sacking its probably Webber's call in reality. But after that it will depend on what credibility he has. Eg by the second (if it's another short tenure) or third sacking I'd expect the Board to be wondering if its not the DoF that needs changing.
