Yes it was intended as a joke, however...

The fact that sexual harrassment, assault and general misogyny has been treated as a non issue and subject for humour for so long is partly the reason Weinstein was able to get away with it for so long.

You have to be a pretty skilled comedian to make a joke about Weinstein that ridicules Weinstein without belittling the women who have suffered at his hands and lessening the seriousness of their experience. Gove is not a skilled comedian.
