Surely it's the other way round?
In a decade or so we will know that anyone with a smoking-caused illness has inflicted it on themselves, cos they are unlikely to be the victim of passive smoking.
Since it is self-inflicted, there is a much STRONGER argument for not treating it under the NHS than before
