They've already admitted it wouldn't actually help in the war on terrorism at all. For example, the London bombers were law abiding British citizens (until the day they became mass murderers) with no criminal records or suspicions against them for anything. How would them carrying ID cards have changed anything, other than add a little bitof plastic to the shrapnel?
