It's to do with TV rights contracts
It does feel a bit like where streamed music and movies were before the music and film companies came to there senses and started legal streaming.
Football is not unique. American sports steam every game but have regional blackouts, though because they have regional TV / sports stations, they also show all the games on one TV station of another.
It will come, I am sure, but will it be soon, I doubt. This is a first step, though.
