More or, at least, the most investment doesn't guarantee the most success. The reason the Prem and the Champs are becoming more competitive is because despite how much is spent, no one can guarantee the £40m sure thing from La Liga is anymore likely to succeed than the £8m bargain from Rotherham or whatever. Burnley and Huddersfield, for example proved this last season.
