"fiddling the unemployment figures" what I mean is that unemployed people were being offered £10 extra per week to join a token govt training scheme whilst they were still looking for work. Doing so meant those people were not then included in the official unemployment figures and didn't have to sign-on every 2 weeks even though they were still unemployed.
