You'd have to restrict reviewable incidents. What would you allow as reviewable and what not? For example in the NFL penalties (fouls) are not reviewable.

Maybe a challenge system? But then if the coach loses the challenge what would it cost? In the NFL it costs them a timeout. A substitution would be too costly.
