Unless instructed, players will go long if they are under pressure and no-one nearby is available. It also has the added benefit of getting rid of the damn thing as far away as possible - passing the buck in other words. Occasionally it may be because they actually have the skill to play a killer ball through the middle (as Saffers did to JJ).
I'm simplifying, but short passing essentially boils down to individual skill (ie. being able to see the short ball and players making themselves available) and tactics (arranging or instructing the players in such a way that they are naturally in positions ready to accept a short pass). Worthy and his team decide the tactics and buy and pick the players. Now who's responsible?
