That budget bill estimation problem is a right bastard for energy companies. I think
they are too hung up about it being a near perfect estimation which is impossible especially wihen the customer doesn't have a smart meter.
I've done some stuff for a client to improve that which helped a lot but also advised them to just change the entire way they communicate around it as the customers expectations can't possibly be managed.
So many factors which can f**k up energy consumption forecasts not least being manual readings. Smart meters don't make it perfect but they do help a lot.
