This ban on large electronic items on flights, doesn't it have a massive flaw in it?

I mean, Johnny Terrorist might have been planning on flying to the US from Turkey, say, and detonating his device on the flight; now it seems that he can't. But it seems he can still catch a flight from Turkey to Brazil, say, then another flight from Brazil to the US and then detonate his device on this flight?
