One possible reason to wait until...

the summer, would be the difficulty in appointing someone at this moment in time.

If the man they want is unemployed, then no problem. But if it is one of the names mentioned on here (Parkinson, Allen, Boothroyd, Tilson, etc) then we'd have a much better chance of getting them in the summer after their promotion success/failure.
