They didn't engage at the tackle and therefore it wasn't a ruck, so there was no

offside. They were just surrounding England and preventing them from playing out of it.

Eddie Jones wasn't happy about it :). But England adjusted and played it fast in the middle rather than taking the tackles. If they'd expected that tactic they'd probably have scored 70 or 80 but they were surprised by it and took a half to adjust.
