Mr Carrow is the "top secret" code used by the stadium security operations manager to let matchday stewards/staff know that an alert or sensor has been triggered in part of the ground and to stand by for further info. Usually a little more info other than 'Mr Carrow is in the Barclay Stand' is given to the head section steward via their earpiece in order to give them a specific area. They don't give that out over the PA for obvious reasons.
