All his loans have now been repaid - as per the most recent financial statements, which is presumably what everyone is referring to - but the pound-for-pound matching money was a gift and not part of that loan, as was made quite explicit in the 2010 financial statements.
That year he loaned the club an additional £570k to bring his total loan up to £1.440m (interest-free and payable on demand, final amount of that repaid this year) PLUS a gift of £360k though the pound-for-pound promise.
