Email advice needed

Not about *the* email, obvs, more general like:

After years of loyal Hotmail.com usage, I'm now inundated with spam regardless of how many senders I block or mark as junk. My questions are:

a) is there any way I can keep my hotmail.com address but change a setting which removes and blocks all junk other than manually?
b) if I need to move to a new email provider, what do you recommend?
