They should get the fans more involved.

One problem with that is that fans are often not the most rational (fan is short for fanatic, after all). And if it's not their money, I'm not sure how long the club would be properly run, and then you'd see an even worse decline.

Something needs to change, God knows what but definitely otherwise the wave of apathy affecting everything about the state of football in Norwich will take a hell of a lot of stopping.
