Sam all day
He has two promotions from this level and has managed in it recently. Never been relegated from the prem either, despite managing in it for hundreds of games with lots of lesser teams. Can't say the same for Roy in any way.
Sam is very up to date with sports science and would install a great fitness coach/team to sort the squad out. He's also a very good defensive tactician and man manager (look at some of the rogues and big time but old players he managed to get playing for him at Bolton), which is exactly what we need right now. The football might not be the best but he would sort the team out from top to bottom.
Unlikely to happen though for obvious reasons.
