Looks to me like some big promises made to keep the franchise. Auto delay repay to be implemented, but contingent on smart cards (or some Oyster type of card) being implemented otherwise this won’t be able to be implemented. Norwich in 90 presumably means that there’ll be trains that don’t stop very often (maybe 1p5wich only) and that the hope perhaps that the majority of the track upgrades will have been completed by 2019.
After 2019 1000+ new carriages, about time too and will cost a fortune, I wonder how fares will be effected by this? Or how much is being financed by government funds or paid by franchise.
An interestingly there is references to £9.7m of station improvements. A pal uses Marks Tey and these have involved more franchise + chain shops who GAB can presumably charge more rent as opposed
Jury still out on this at the mo for me.
