Having your arms by your side but bent at the elbow I.e with your hands at the same level as your elbow, isn't unnatural at all - it is how players stand virtually all the time. So you can move quickly - you never see players move with their hands hanging by their sides. If Mertesacker is deliberately moving his arms then quite clearly from the replay he is trying to get his arm behind his body away from the ball not towards it (if you are trying to block the ball you would not move it behind your body as he quite clearly does)
