I'd take issue with the "the MPs sent on should reflect that" - No - QT should invite a representative sample of panel guests.
It's not up to the Government to do QT's job for them. You can't have a clear Governemnt policy and expect the Government to undermine it by sending on those with contrary views. If QT wants a panel that has a balance of in/out guests, QT can invite members of the Out campaign itself (and it can invite the Out ministers on in their personal, non Government, capacity). But if you want a spokesperson there on behalf of a given political party, you're going to get someone who espouses the official party line.
