As a principle what you say is fine, but let's look at some of the recent successes at Norwich City -
Francis & Ashton - young & hungry, but also young enough and hungry enough to want away as soon as the going gets tough.
Malky, Iwan & Charlton - old and content, but the type of characters needed to form stability and continuity.
Briggs & Heckingbottom - lower-level players, of the criteria you demand. Both failures.

There are no hard and fast rules - Dave Watson & McGovern were both top-level reserves kept out of the first team by real quality. Yet after transferring to Norwich for minimal fees one went on to become a full international and the other is now digging peat in Sligo.

The reply from Doncaster will be interesting though...
