It's just a rip off of QR's (Queensland Rail) train etiquette campaign which they had running when I first arrived here 5 years ago. They did a series of posters in the network such as this...

But they got ripped off by Strayans and others world wide when someone created a QR poster generator online. Gems such as this appeared...
