Well whatever the amount it is relative to the return
If that ?20m + loss income will take 10 seasons to pay for itself, it doesn't help the attractiveness.
Unlike say Portaloo Road where the ground is half full & a bit of success could start getting you 15,000 extra punters per match at ?45 a ticket hitting the coffers straight away as an instant return on no additional outlay
