well that's kind of the point

they got a high seeding because of their result in the World Cup, but that hid the fact they were in a sharp decline.

They've lost to Luxembourg, the Faroe Islands (twice), Finland and Northern Ireland in the last year or so. They're an abysmal team at the moment.
