Why not go back 23 years.
1992 in Sweden for the Euros was our single worst footballing tournament disaster in living memory for me.

We had a great team in 1998 - could have done so much better but penalties again - see 1996, 2004, 2006.
Hard to justify stinking out a tournament when you lose on pens ?

Agree with the optimism for 2014 though. Dependant on fitness of a few key players mind.
