no it isn't. It's been misjudging our first choices and failing to sign them, then

working our way down the list and ending up with e.g. Kamara (lovely bloke, but not what we'd hoped for). Alongside that there have been a string of underachievers on loan or bought, with no obvious strategy. There have been a few good 'uns, I grant you, but the batting average is pretty low.
