It's a minority that get this far.
I think the reasons for coming here are various, but they certainly include:
Being able to speak the language
Having contacts here already
The (possibly mistaken) belief that they will be safe and welcomed
People smugglers sending them (you'll make more money the further you send people and the more borders you get them across; the smugglers aren't exactly going to present an honest picture of the situation)
Inevitably there will be a minority in any group of people who intend to exploit any system that is set up, but I'd rather live in a country which believes in helping the majority despite that rather than not helping because of a small minority.
