FFP - Is it actually working?

We had three seasons in the premier league, then one season out before we came back again, so that is a good whack of increased revenue. We have come up with two teams, one who has been out of the premier league for much longer than us and the other which has never been in the league before, but both of which have rich owners who will seem to 'bankroll' their clubs. Despite greater revenues in recent years, we are now struggling to match these two clubs in transfer fees and wages.

Two questions really then:- Is this (^^^) allowed under FFP, and if so does it not make FFP all a bit pointless?

NB This isn't a 'poor us' moan, just a thought that I had. I would much rather we had Delia et al than run the possibility of getting the Venkys or similar.
