depends on the package doesn't it?

eg if part of that package involved contingent fees that may never be triggered, or a player whose value is disputed, it's easy to see how a ?14m package could be anything but as far as QPR concerned.

Particularly if they just want ?15m in cold hard cash up front in order to ease their FFP woes.
