If we are planning stadium expansion surely we should be capping season tickets

For example, at 18000 or whatever the jarrold, barclay and river end hold minus a few 1000 for away fans and stop new season tickets being sold for a few years to reduce numbers. Otherwise not enough space to put everyone during construction and how do they decide who of the city stand ST holders gets kicked out if there isn't room. If we are thinking about rebuilding city stand, this would seem logical thing to do. The fact that we haven't suggests to me that not happening anytime soon.
