Just did some streetview on googlemaps....

The right hand side of the road (it's a one way street) you can park on and pay by text / phone.

?1.20 per hour max of 4 hours. You can register in advance on the Westminster Council website (which is the link you've already found I think) and that'll make it very straightforward.

?4.80 for 4 hours is very reasonable for London prices really.
