Is that these lads from Congo?

I went to a photography exhibition in the Millennium Gallery in Sheff a few weeks ago, and by far my favourite photo was a chap in that style of get-up, stood on an industrial waterfront, shot from quite low down with the camera looking up. I've tried to find it on Google images, with no luck, butnit really was the most remarkable composition.
