thats because of cashflow, Everton's debt and Champ League

1. Everton was rumoured to have a ?30m+ debt at the start of the season.

2. Only half of Rooney's basic fee (?20m)would have been paid on the date of the transfer and they have had to wait for the rest of the basic fee over the last 12 months

3. They raised a load of money from a Russian investor during the season.

4. Given the above and the knowledge that they have earnt a Champ League place they probably now have the funds in place to pay half the transfer fees (during the close season) when the transfers take place. Coupled to the Champ League money helping to pay the other half of the transfer fees over the next 12 months.
