it's only unethical from our perspective

there are many, many countries (even within Europe, eg Italy) where what we see as bribery and corruption are an accepted part of society.

If the choice is between voting for a President who represents your interests and ensures that FIFA sends lots of money to support your own FA (without which it would probably fail financially), or a candidate championed by the rich European nations on an anti-corruption ticket (whcih you don't see as a major issue anyway), it's a bit of a no-brainer.
