After the penalty miss why did ref blow up for free kick?

That was all very surreal, the pen.
First a good 5-10 seconds before Norwich fans realised he had actually given a pen, resulting in very muted / non existent celebrations at it's awarding.

Then Norwich fans celebrating thinking the ref blowing up after the miss was for it to be retaken before the Leeds fans celebrating when it became clear that it wasn't.

Have to say the Ref and linesman last night were very, very poor and petty. Really frustrating they were, especially in the first half.
