Attitudes were different back then

Crowds were policed,all football fans were viewed as potential hooligans,hence the fencing.Many visiting fans enclosures were little more than cages.The Yorkshire police had a 'reputation'grown partly from the miners' dispute.
With the increased gentrification of football fans are viewed more as customers,hence better safety and facilities.
