There is only one solution: keep pestering Ben to ban Bucks. Eventually he will either ban him from registering new accounts, or admit that he isn't capable of that, or, for whatever reason, doesn't want to.
One of those is the happy place, and the other two are bridges to be crossed when they are reached.
