My personal view is it's mainly party
but a good person can trump that.
The Lib Dem in Wells (her name escapes me temporarily) is a great example. As is Jim Murphy who was not expected to win his seat first time out, just scraped an improbable win on the back of the massive swing in that election, then set about being the best constituency MP he could and converted it into a reasonably safe seat for them.
It can also work the other way, of course...
