no, the FA have f**ked it up

they could have left their 4th place open to Liverpool and put Everton in the UEFA. Which is exactly what they said (i.e their own RULES) they would do last year if it happened to Chelsea or Arsenal. The only reason the FA said they would put Everton in this year (against their own rules) was that they saw a money-grabbing opportunity to put pressure on UEFA to give them a FIFTH place in the CL which UEFA's rules say they can't have. So hopefully UEFA will do the right thing and stick to the rules, leaving the FA looking like the grubby gits they are.
