I wouldn't use godaddy
But yeah pretty much as simple as that once you've found a domain that you like and isn't taken.
To turn it into a website you then need to host it somewhere or link to a WordPress account or similar.
You then point the domain to your hosts dns (domain name servers) and it takes a few hours to propagate and away you go.
