Actually
The french played down links between the incidents, not terrorism itself. They are suggesting they acted independantly with no link between them but they are clearly concerned there may be further lone attacks..... Shouting 'god is great' in arabic whilst ploughing into innocent bystanders is a clear indication of the individuals motive. This alone is a terrorist attack, each and every one is where its proven an extremist is behind it. Not looking to start another row, but just my understanding of it.
