Need a salary cap, either hard or soft

Don't think the FA have the balls to do it though. Pure competition does not seem to be the goal of the FA. Premier League is essentially an exhibition league after the top five. Think someone mentioned salary caps are also illegal in the european Union. Don't know. Just know the cap is what makes the NFL the most competitive league in the world.
