2 theoretical football questions

1. I was trying to work out what football would be like without offside. How would teams line up? Would it be more or less interesting as a spectacle?

2. I was only half listening, but did Townsend or someone suggest last night doing penalty shoot out before extra time, and then 30 mins for the losers to prevent it counting? If he did, that's so crazy it might just work.
